Manchester’s police chief is taking the state’s heroin crisis to Capitol Hill this week, where he will testify before members of Congress today about New Hampshire’s battle with opioid addiction.
He is scheduled to testify before the Senate Judiciary Committee.
Willard said he’ll have five minutes to make his point before taking questions,and he plans to use every second getting his message across.
